Stand Up for Education

Joint Declaration presented by Afghanistan National Education Coalition (ANEC)

On May 21, the Afghanistan National Education Coalition and civil society partners presented a joint declaration “Stand up for Education. Time to Deliver Now” at a public meeting in Kabul. About 130 national organizations and institutions supported the declaration.

The Afghanistan National Education Coalition (ANEC) is part of this global network of many other National Education Coalitions and 13 international NGOs, from about 100 countries, called the Global Campaign for Education (GCE).

Once a year during the Global Action Week the GCE brings hundreds of thousands members together on the important shared goal on the right of education during the Global Action Week. Furthermore, it reminds that education is a cornerstone for development and that credible road-maps are needed to deliver quality, inclusive, public education – which is at the heart of Sustainable Development Goals (SDG4).

During the public meeting in Kabul Deputy Minister for Education Mohammad Ibrahim Shinwari informed that nearly 3.5 million children are still out of school, most of them are girls. He confirmed the low quality of education, the lack of teachers. He added that out of the present 200.000 teachers, about 50.000 are non-professionals. The Deputy Minister called for a common initiative with the support of international organizations to enroll out of school 

High-ranking representatives of the Presidential and of the CEO Offices, from the Education Commission of the Parliament, Directors of the Ministry of Education, from Bibi Gul, the “Ambassador for Literacy Education”, from the Afghan Institute for Civil Society, from Afghan Women Organization, from the teacher Association and from literacy education LIFE, just to mention some of them, attended the public Meeting.

About 10 TV channels, 8 stations and 5 new agencies reported about this event.

Bashir Khaliqi, from Afghan National Association for Adult Education highlighted the role of the National Education Coalition in the upcoming process to translate the Sustainable Development Goal on Education (SDG4) into the development and education strategies of the country.

Later on, in an interview with Tolo TV, he underlined that support to the education needs a higher priority on the development agenda. Education is a public good and key for the future of the country. He stated that not only the government but the whole society is responsible for the future of our children, therefore the cooperation of the government and civil society is essential and should improve.

The Afghanistan National Education Coalition (ANEC) informant that only 3.8% of the GDP is allocated to education, the budget to support the education of about 10 million illiterate in the country remarkably decreased up to 35% since 2015 this has and negative strongly affects for the development of the country

Education is very important for the future of the young generation, for the stability and the social development of Afghanistan. Therefore, the declaration presented by the Afghanistan National Education Coalition identified 5 key areas for the changes of the education

  • Make schools safe for learners
  • More effective investment, budget allocation and aid effectiveness
  • New enrollment and outreach initiatives to enroll children and youth
  • Strong support for Adult Literacy Education and Vocational Training
  • Focus on teachers’ capacity building and professional training

The Afghanistan National Education Coalition (ANEC) was initiated by the Afghan National Association for Adult Education. About 33 organization from the education sector and from Civil Society are members of the Education Coalition in Afghanistan.
